Just to raise awareness of the difficulty of receiving
competition information, results, reports, photos and drug testing details and
results from certain nations. Also with
regard to publicity with websites which are a great tool for publicity for
nations. If individual nations can make sure anyone can access information on
their nation’s website, no matter what language the visitor is. It is possible for websites to have a
translation tool to translate to English as it is the 2nd most
spoken language, except from Chinese.
This would make the Eastern European websites more accessible.
I forward all results etc onto International Liaisons
and webmasters as well various magazines including Powerlifting USA, Strength
Athlete and previously International Powerlifter (who is now solely an IPF
magazine).
Anyone interested in Raw Power which is the official
BDFPA magazine with reports, results and drug test details for other affiliate
nations will be able to subscribe to at the Congress for 2008 season.
If any nation is aware of contact details for
magazines/websites that may be of interest to include any of our results please
let me know their details and I will endeavor to contact them. All the results that have been published in
the last year are at no cost to the WDFPF.

Clarifications/reminders:
1. Athletes must bring PROOF of AGE to the weigh-in/equipment check.
2. WDFPF rules state that platform Referee’s must annually attend a Referee’s Instruction Clinic where the WDFPF Rulebook will be reviewed. All International Referees present in Grangemouth will be expected to attend our WDFPF Referees Clinic scheduled to begin at 5:30 p.m. Please bring your rulebook, equipment check materials and note taking materials. The meeting will follow the Congress at 5:30 p.m.
3. During the 5:30 p.m. Referee’s Clinic, the referees will sign-up for officiating duties including weigh-ins, platform work, equipment checks, etc.
4. Tonight’s EQUIPMENT CHECK is scheduled from 7:00 to 8:30 PM -UNEQUIPPED lifters first followed by EQUIPPED lifters as time permits. We will need referees to help; please bring measuring equipment.
5. Coaches, the referees will do the equipment check, thoroughly prepare your athletes concerning all personal equipment rules. UNEQUIPPED Division Rules: Belts & Wrist Wraps are allowed (NO other supportive equipment may be used
EQUIPPED
Division Rules:
Supportive equipment is limited to single ply squat/deadlift suits and
single ply Bench Shirts made of NON-canvas material with closed seams, covering
the entire torso without zippers,
buttons or Velcro fasteners. This supportive shirt is ONLY allowed in the bench press event
(supportive shirts are NOT allowed
in any other event).
6. For
record setting purposes HOPEFULLY a referee will be assigned to check personal
equipment following the successful attempt.
Volunteers please see Wim Backelant, our Chief Referee for this
event.
7. For drug testing purposes, athletes notified of drug testing must go to the designated drug testing area immediately after completing the deadlift; they may watch the competition from there. Athletes may not leave the venue prior to drug testing. National Liaisons, coaches & lifters are to notify a WDFPF Executive Committee Member or the Chief Referee of drug testing candidates.
8. Meet
Directors of WDFPF sanctioned championships must use the WDFPF Official Table
Score Sheets for recording and record claims purposes. Copies of completed score sheets are to be
sent to the President & Publicity committee for publication/promotional
purposes, to the Secretary General to
keep in the W.D.F.P.F. CHAMPIONSHIPS file and to Mrs. Della Melbourne for Record keeping purposes. Be certain the back portion of the Table
Score Sheet has been completed. Table Score Sheets will be available at:
www.wdfpf.cc
9. All
World Championships organizers are reminded that to be WDFPF rules compliant in
competition procedure, the weigh-in facilities must be available at various
times during each day as and when required.
Having a single weigh-in at the beginning of the day for all competitors
is contrary to our rules.
10.
Out-of-Competition TARGET Drug
Testing process: Notification of target candidate to be made to the WDFPF
President who will in turn notify the WDFPF Secretary General who will notify
the specific nation in question stipulating that the test be made in an “unannounced” procedure.
11. It is the responsibility of the
Championships Host Nation to post current World & European Records for
EQUIPPED & UNEQUIPPED Divisions.

W.D.F.P.F. World & European Records for EQUIPPED and UNEQUIPPED
Divisions are available for downloading on our WDFPF and ADFPF websites: www.wdfpf.cc or
www.adfpf.org
13.
W.D.F.P.F. World Record Certificates in both divisions as well as in all
categories & weight classes are
available upon order and payment of $12.00 U.S. (10 Euro and £9) per
certificate. Give full name, birth
date, weight class, division, name & date of the Championships and mailing
address to J. M. Gedney.
14. W.D.F.P.F. Logo Emblems are available @
$12.00 U.S., £9 or 10 Euro per emblem.
15. The
WDFPF Rulebook & Constitution are available for downloading on: www.wdfpf.cc
16. It
is imperative that all championships organizers finalize and make available to
the WDFPF membership their championships details AS EARLY AS POSSIBLE in
advance of the event in order to allow adequate time for information to be sent
to everyone and to provide time for entry forms to be returned in a timely
manner. Early availability of
championships information would make it feasible to enforce entry deadlines.
17. All
Championships information can be mailed out through the Secretary General’s
Office. It is permissible for
Championships organizers to post the mailing using our updated WDFPF Directory.
Either way, this information must be sent to the WDFPF EC for screening prior
to mailing.
18. Subjects for In-Championships Drug Testing have been at the discretion of the meet organizer, the WDFPF Executive Committee and participating national coaches & athletes.
19. We need to increase WDFPF Committee participation . WDFPF Committees include:
The DRUG CONTROL COMMITTEE; the TECHNICAL COMMITTEE and the PUBLICITY/MEDIA COMMITTEE.
20. The
WDFPF now sanctions Highland Games, Strongman/women & Body Building
meets. Nations, please take advantage of this
opportunity to host events. This will
help promote the WDFPF.
21. Each nation may enter up to 3 lifters per weight class but designate teams of 12 men and 11 women in each category. The additional lifters may compete but unless listed as Team Members, may not earn Team Points.

Team points are awarded ONLY to lifters meeting the minimal amount listed on the WDFPF Qualification Totals.
22. WDFPF Championships Team points awarded from First to 10th place are: 12, 9, 8, 7, 6, 5, 4, 3, 2, and 1, as listed in the WDFPF rulebook.
Each nation must turn in a list of their official TEAM MEMBERS (a maximum of 12 male lifters and 11 female lifters in each category prior to the start of the first scheduled weigh-in.
23. WDFPF Membership dues include $100.00 U.S. for the Nation plus$1.00 U.S. per registered member. All officials including administrators, referees and coaches are registered members regardless if they compete or not.

Reporting drug tests:
PASSED: To preserve the integrity of W.D.F.P.F. drug testing, move that all member nations send the CHAIN of CUSTODY (COVER PAGE)
WITHIN 48 hours via e-mail, fax or post, to the W.D.F.P.F. D.C.C.; the
LABORATORY ANALYSIS TO FOLLOW INDICATING NEGATIVE or POSITIVE test results.
WITHDRAWN: If the above motion carries, Move to elect Karen De Booy for this
position.
WITHDRAWN: Move that a copy of the CHAIN OF
CUSTODY PAGE (COVER PAGE), including the athlete’s name & TEST DOCUMENT
I.D. NUMBER must be sent by email or fax to the elected officer PRIOR to the
DRUG TESTING PROCESS.
Rationale: This to prevent cover-up
attempts. This procedure will allow
supervision of drug-testing follow-up from all nations. It will assure that ALL DRUG TESTS (negative
or positive) will be reported.

W.D.F.P.F. Drug Testing will only take place in WADA recognized labs. (Requires
2/3)
Rationale: Because more nations and athletes are
joining the WDFPF, there will be increased numbers of In & Out-of
Competition drug tests leading to the potential for INCREASED NUMBERS of
POSITIVE test results. Using WADA
laboratories provides credibility to the testing outcome. If an athlete would refute the laboratory
report, WADA will provide court-evidence in potential lawsuits.

PASSED:
Move that ALL International
referees must demonstrate thorough knowledge of the DRUG TESTING
PROCEDURES. All international
referees must ATTEND a drug testing procedure clinic.
Rationale: Some samples gathered during W.D.F.P.F.
events were rejected for testing by the laboratory because of irregularities in
the sampling, the amount of sample, packaging & delivery to the accredited
laboratory.
PASSED: Move that all W.D.F.P.F. ENTRY FORMS
MUST state that all competitors must
be present in the Weigh-In area NO later than the 1st hour of the
scheduled weigh-in.
Rationale: This rule would prevent teams showing up to be weighed
during the last few minutes of the allotted time thereby delaying the start of
the Championships.
PASSED: Move
that member nations must be fully registered with the W.D.F.P.F. 3 months prior
to the W.D.F.P.F. Championships of choice & 3 months prior to the NATIONAL
Championships in which W.D.F.P.F. Records may be set.
Rationale: Current registration due date is the Congress Meeting
the day before the POWERLIFTING WORLD Championships. This new date provides a more clear understanding of the
registration year.

General: (2/3 Majority required)
PASSED: The rules of Bench Press event state that the
bar must come to a complete stop on the athlete’s chest, prior to the signal
indicating the start of the upward phase of the lift. MOVE to describe the “chest”
position be designated as anywhere on the sternum (bone area of the
chest). If the bar rests LOWER than
the base of the sternum area (the Xiphoid Process), the lift is not legal.
Rationale: Depending on the size of the athlete, the
downward distance travelled by the bar anchoring on the stomach can be less
thereby giving the lifter an advantage.
PASSED:
Move that the required knee socks
worn during the DEADLIFT event may NOT pass the base of the patella (knee cap).
PASSED:
Move that all TUE application
forms be sent to and handled by the W.D.F.P.F. DCC.
Rationale: The W.D.F.P.F. has an elected Drug Control
Committee made up of representatives of 4 different nations. Since TUE forms not only involve the
individual nation but the WDFPF, each TUE Application must be handled by the
W.D.F.P.F. DCC. who then makes their recommendations to the nation supporting
the TUE. The current WDFPF DCC is made
up of the following:
MARK HAYDOCK-England; SHAHID JAWAY- England; CHRIS JONES-Wales; PASCAL
ROSIN- France; MARCO BOSCO- Italy and MARK LANE- Ireland (Mark resigned
following a BDFPA Positive drug test).
PASSED:
MOVE that the SINGLE EVENT
QUALIFICATION SCORES presented to the W.D.F.P.F. CONGRESS be accepted.
From the W.D.F.P.F. TREASURER: 2/3
Majority required
PASSED: Move that the new currency
for the W.D.F.P.F. be the EURO; Member Nations will annually pay 100 EURO for
the Nation and 1 EURO per registered member from the previous year
(Members identified via required National Membership list including athletes,
referees & administrators, turned in with W.D.F.P.F. ANNUAL MEMBERHSHIP
REGISTRATION form.) Payment not
received indicates that the nation in question cannot participate within the
W.D.F.P.F. STRUCTURE until all membership requirements including dues payments
have been fulfilled.
Rationale: The value of the USD has decreased thereby
affecting our W.D.F.P.F. budget.
From the W.D.F.P.F.
VICE-PRESIDENT: Anita Mahony
PASSED: 2/3 Majority required.
Move that each nation be
required to turn in a complete list of their current NEW ATHLETES including
NAME & DATE OF BIRTH to the W.D.F.P.F. Executive committee on APRIL 1st
& on SEPTEMBER 1st of each year.
Rationale: To
ensure that all lifters competing in the EUROPEAN & WORLD Championships
have been registered for the required minimum 3 month prior to the event.
FAILED: 2/3 Majority

Move that the rules of the
ENDURANCE BENCH PRESS EVENT be drafted and included in the W.D.F.P.F. RULEBOOK
and that W.D.F.P.F. INTERNATIONAL REFEREES be instructed in judging this event.
ENGLAND:
PASSED: Move to consider presenting increased
Qualification Totals for the POWERLIFTING WORLD CHAMPIONSHIPS during the 2008
Congress.
Rationale: It would give these Championships credibility in the
powerlifting community throughout the world. It could also eliminate the
problem that occurred in Italy 2005 when 40 extra lifters turned up on the day
of the unequipped competition that did not merit being there.
WITHDRAWN: TUE
Procedure update. To raise concerns
at the WDFPF Congress about the WDFPF TUE panel being British only and the
procedures in place. The WDFPF TUE Panel should be International as well as
National Federation TUE Officers dealing with an ever increasing number of
applications. The WDFPF needs to keep up with other federations in this regard.

Move that new W.D.F.P.F. affiliate nations
serve a probationary period of 2 years prior to placing bids for international
W.D.F.P.F. events. 2/3 Majority required
Rationale: To provide the new nation time to learn W.D.F.P.F. Rules, policies
& procedures thereby eliminating potential problems.
PASSED: Move that the W.D.F.P.F. ban all public
injections of athletes during WDFPF Sanctioned Events subject to T.U.E. approval. 2/3 Majority required.
Rationale: It was noticed by BDFPA and other competitors that a
certain lifter at the European Singles Lift Championships in Switzerland was
seen to be injecting a substance whilst competing. After this incident the
lifter was asked to explain what substance was using and the reply was that it
was Keterol which is not on the banned list but is a very potent pain killer.
This behavior is not acceptable and the substance should be investigated as
this does not give out the right signals in a natural powerlifting
organization. The question that has to
be asked is, if the athlete is injured to such a degree then should he be
competing in the first place? Maybe the
WADA should be approached and their opinion sought.
IRELAND:
FAILED: 2/3 Majority required.
Baring Visa problems Move that the NATIONS who’s athletes
register for the W.D.F.P.F. CHAMPIONSHIPS but do not show up for the
competition and do not officially cancel their entry prior to the competition
may at the discretion of the Meet Director be required to pay 50% of the Entry
Fee for entering ONE EVENT, DIVISION & CATEGORY.
FAILED: 2/3 Majority required.
The IDFPA propose
that in the case of two lifters attempting to set the same record at a
competition, the record should be awarded to the first lifter to achieve the
lift, not the lighter of the two lifters.
PASSED: The IDFPA propose that NOT
all lifters breaking world records are subject to drug testing but that drug
testing must be carried out at all events where World Records are set.
PASSED: Move to remove the restriction on the number of
Referees a nation may bring to an International Championships.
PASSED: Move that the Police/Fire/Military Category be extended to include
Prison Officers.
PASSED: Move that all National Competition results must be forwarded to the WDFPF Record Keeper in
order to be stored in a central database.
WITHDRAWN: The IDFPA
propose that all nations must submit a list of current members (including names
& dates of birth) to the WDFPF Executive on both 1st April and 1st
September of each year to ensure that all lifters competing in International
Events are registered for the prerequisite 3 months.
PASSED: Move that at international events, when
possible, each drug test should be carried out by two drug-testers.
PASSED: Move that the training of non-referees as drug-testers be encouraged
to facilitate having two drug-testers to carry out drug tests at events without
having to tie up two referees.
PASSED: Move that the Bench Endurance Event be
established as a stand-alone event which is not held in conjunction with Single
Event or Powerlifting Championships.
WITHDRAWN: The IDFPA propose that the duties of the drug control
committee be extended to include developing a policy on TUE’s and assessing the
completed TUE’s from each national federation
WITHDRAWN: The IDFPA propose that all lifters invited to compete in
World Single Event Championships must have attained the qualifying standards
for each lift as determined by the WDFPF.
PASSED: Move that each lifter may enter Age
Category-related Categories (teenage, junior, senior or master) &/or the Police/Fire/Military Category
(where appropriate) but that all lifters are automatically entered in the Open
Category (at no extra cost) and called onto the awards platform in the order
they finished in the Open Category of their Weight Class.
WITHDRAWN: The IDFPA propose that the process of determining the best
nation awards be changed as it currently favors the teams with the most lifters
in minority weight/age classes rather than the teams with the best qualify
lifters.

personnel with medical gloves for protection in handling bodily fluids.

take the written referee’s exam.

2009 SINGLE EVENT WORLD CHAMMPIONSHIPS
BIDS:
PASSED: Gerald
Pilling put forward a bid in June to be held in Bradford at the same venue that
the British Single Event Championships have been held in 2 years running.
2009 POWERLIFTING WORLDS will be held in FOGGIA (SOUTHERN ITALY) on NOVEMBER
14, 15, & 16th with the
W.D.F.P.F. CONGRESS on Friday Nov. 13th.
France has been given 30 days to present
a bid for either of the 2009 EUROPEAN CHANPIONSHIPS:
